Citizen Participation
Because citizen input is important to the TPO, formal public involvement procedures have been adopted.The adopted Public Involvement Procedures ensure the public early and continuing access and involvement in all plans and programs. The Public Involvement Plan follows two objectives: to provide public outreach and information and to ensure public input and public decision-making. These objectives will be achieved by establishing a network with stakeholders, publicizing legal notices 14 days in advance, as well as distributing flyers, press release, etc., providing easy access to plans, providing adequate time for public comment, and specifically targeting minority and transportation disadvantaged communities. The public involvement techniques used will be evaluated and modifications to the techniques will be made based on the rate of success, which is outlined in the Public Involvement Evaluation Matrix.
Several citizen advisory groups, such as the Urban Transportation Issues Committee (UTIC), Bicycle Advisory Committee (BAC), and Title VI Working Group were created to allow the public to provide feedback to the TPO Executive Board and TPO Technical Committee on transportation related issues.
All meetings of the Executive Board, Regional Transportation Planning Council, Technical Committee, Urban Transportation Issues Committee, Bicycle Advisory Committee, and Title VI Working Group are open to the public. The TPO Executive Board and RTPC meet at least quarterly and the TPO Technical Committee meets at least monthly. Citizens can also contact the TPO office by mail, phone, or e-mail where staff is available to respond to questions and accept comments. |
