In 2001, the TPO created an informal working group to address Title VI/Environmental Justice issues. The group assists in evaluating transportation projects’ impacts on minority, elderly, and low income communities. They also give advice on communicating and involving these communities in the transportation planning process.

The Knoxville Knox County Metropolitan Planning Commission ensures compliance with Title VI of the Civil Rights Act of 1964; 49 CFR, part 26; related statutes and regulations to the end that no person shall be excluded from participation in or be denied the benefits of, or be subjected to discrimination under any program or activity receiving federal assistance from the U.S. Department of Transportation on the grounds of race, color, sex, or national origin.
